As we agreed at Friday morning's meeting of the Tacoma Pierce County Coalition to End Homelessness, I will forward legislative alerts from the Washington Low Income Housing Alliance.  Remember - if you work for a nonprofit or a government, please check your agency's advocacy policy.  You might have to use your personal devices and personal time to comment on legislation.

The Coalition to End Homelessness does not itself take a stand on legislation;  we do however encourage people who participate in the Coalition to do so either as individuals or agencies or local governments.  

Sen. Phillip Fortunato, R-31 - this is from about 167 to the far eastern part of Pierce County - has introduced SB5722.  This is NOT a good bill and we need people to testify against the bill on Wednesday, Feb. 13  in the Senate Committee on Housing Stability & Affordability and/or contact the entire committee (scroll down) and tell them that this is not a bill which will help people who are experiencing homelessness.  

This bill (attached below) requires that any county, city, town or other municipal corporation that provides services to “homeless persons” must give priority to homeless persons who establish “proof of residency” in the county, city, town or other municipal corporation in which they are seeking services.  The bill goes on to list the types of required proof of residency.

I cannot imagine trying to operate an emergency shelter or engage in outreach or provide medical assistance or try to convince someone to come in on a freezing night or find space for a woman and children living in a car or a teen-ager - any of the things many of you do 24/7, especially in conditions like the ones we are currently experiencing, and have to ask for and have homeless people produce one of those accepted forms of proof of residency before you can help them.  We have made a commitment to the most vulnerable not those with the most proof of residency.
