Here's the last - a bit of a collection of information:

1. HB1591 - Rights of Persons Experiencing Homelessness - Rep. Thai put forward a substitute bill which DID pass out of House Civil Rights & Judiciary Friday and was sent to House Appropriations.  As of just now, 1591 is not schedule for a public hearing in Appropriations.  In the best of all worlds, I'm hoping members are continuing to finesse the bill in order to schedule it.  I've attached the substitute below.  I watched the Committee discussion and Rep. Jinkins, Committee Chair, noted two things - 1) members would continue working on the bill and 2) the required reports from this new section of the substitute bill would provide needed information:
  • Requires, no later than October 31, 2019, that the state, counties, and cities:

o Examine and evaluate laws, regulations, and policies to determine whether

any infringe upon any of the rights of persons experiencing homelessness that were recognized in Martin v. Boise or in this act;

o Consider and undertake appropriate revisions that are within their jurisdiction to make;

o Make recommendations regarding revisions that require action by the Legislature; and

o Report to the appropriate committees of the Legislature.

  • Requires, no later than October 31, 2019, that the Office of Homeless Youth Prevention and Protection Programs make recommendations to the Legislature regarding rights that all unaccompanied homeless youth and young adults should have regarding appropriate care and treatment in licensed and unlicensed residential runaway and homeless youth programs.

2.  Housing & Homelessness Advocacy Day - Thursday, Feb. 28 in Olympia

If you can't go, remember you can join the advocates virtually by calling/emailing members and asking them to support the Washington Low Income Housing Alliance Legislative Agenda.

3.  Which Bills Remain?  What about the Budget?
Advocates are pulling together lists of remaining policy bills and will make that information available on a weekly basis along with action alerts around specific bills.  Members are working on the budget now and it should come out around March 25.
