Hi everyone,

I wanted to provide you with a quick update on where affordable housing and homelessness priorities stand after yesterday’s floor cutoff. Overall, we are in great shape. Attached is an overview of the status of the key bills and pasted in below is more information on where the Housing Alliance’s lead and support priorities have landed, as well as other bills we are supporting. As you can see, there were many good bills introduced this session. Unless a bill is designated as “necessary to implement the budget” (often referred to as NTIB), then the bill must have passed yesterday’s floor cutoff in their house of origin. One of our key bills, HB 1921/Frame re: Progressive REET reform for affordable housing, is designated as NTIB and therefore still alive even though it is still in the House Finance Committee.

 

Thanks to everyone who has been weighing in with your lawmakers – it is making a big difference. Things are going to start moving quicker now that we are in the second half of session and advocacy will be really critical to make sure that all the priorities that are still alive continue to move through the process. We should see the first budget proposals the week of March 25th and it is the House that will come out first. The Senate will release their budgets shortly after the House.

 

The bills that have died include HB 1656/Macri and SB 5733/Saldaña re: requiring a legitimate business reason to make someone move. These bills have a lot of support in the House, but there was too little time to move the House bill off of the House floor where a lot of good bills died yesterday. The silver lining is that this gives us more time for discussions with the for-profit landlord lobby down here, which will only help the prospects for the bill in the long run.

 

HB 1590/Doglio also died yesterday. This would have allowed cities and counties to pass the 1/10 of 1% sales tax option for affordable homes with a councilmanic vote, instead of requiring a vote of the people. The vote count was very close and it is possible that it will have a path next session with just a little more work to address some very late, last minute concerns raised.
