Yes, there is a form to fill out to request a payee change, which you can fill out at the local field office.  It’s best if you have a new proposed payee picked out.  The new payee will also have to fill out a form that allows SSA to do a background check and asks if the person is willing and able to take on the duties of a rep payee.  If your client wants another individual (rather than an organization) to be the payee, it can speed up the change if that person goes with the client to the field office. 

 

Be aware that SSA won’t necessarily appoint a new rep payee just because the current one won’t give your client money.  There may be a very good reason the payee won’t just hand over money to your client.  After all, people are appointed rep payees because SSA believes they cannot handle their own money.  It also may be that your client has more bills that s/he realizes, so there isn’t money left over.
