This is the best single resource on federal housing programs and policy.  You can download and/or purchase a copy - or multiple copies.  If you do nothing else, read Chapter 2:  Advocacy Resources.  I was fortunate to know Cushing Dolbeare who founded the National Low Income Housing Coalition.  These are the folks from whom I learned federal housing policy and programs across the country and how to be an advocate.

I know it can seem like we can't make changes at the federal level - but we have, we can, we will continue to do so.
