1440 in brief from the Bill Report:  Requires a landlord to provide a tenant at least 60 days prior written notice of an increase in rent, except in the case of rental agreements governing subsidized tenancies where the rental amount is based on the income of the tenant or circumstances specific to the subsidized household.

 The Governor should sign it soon - maybe even today.  I do not know when it goes into effect but will find out.  As I read the bill, this covers any increase in rent.  It does not use a % or a dollar amount.  This is good.  I also don't know if "subsidized household" refers only to federal housing subsidies such as Sec. 8 vouchers but this too is a question I will ask.
