I have attached three items which may be of interest as you consider the proposed changes to Tacoma's City Code and what an appropriate and humane response might be:

1.  Homeless Persons Cannot Be Punished for Sleeping - this is a statement from the National Law Center on Homelessness and Poverty on the 9th Circuit Court Decision known as Martin v. Boise

2.  Homelessness and the Limits of Enforcement - presented by MRSC for local jurisdictions.  This is a recent presentation discussing the impact of Martin v. Boise and how local jurisdictions can respond.  

3.  Tent City USA 2017 - this is from the National Law Center on Homelessness and Poverty - a comprehensive view to how a jurisdiction could ensure safe shelter.
