A whirlwind visit
At the invitation of U.S. Senator Mike Crapo, in August HUD Secretary Carson visited
Idaho.
The first stop was in Caldwell at IndieDwell, a company that converts cargo containers into affordable, sustainable & energy-efficient affordable homes like those at the recently -opened
Windy Court neighborhood in Boise. IndieDwell also
was an exhibitor at HUD’s Innovative Housing Showcase on the National Mall in Washington, D.C. earlier this year. The Secretary then visited Mercy Housing Northwest’s
12th & River apartments for the
elderly in Boise which included a roundtable discussion on affordable housing with more than 25 stakeholders. With cities like Boise & Caldwell “leading the way,” he said, “we’re seeing partnerships forming in communities across the country that help preserve
existing housing stock but also increase the production of new homes.” And then he was off to

to join Mayor David Condon & Congresswoman Cathy McMorris Rodgers at one of the nation’s first

where more than 20 offer “one-stop servicing” to some of that city’s most vulnerable residents. "This is a wonderful endeavor here that has shown what can happen when a lot of people come together, work together for the good of the community,"
he told reporters
after the tour. “"I think Spokane is helping to forge a pathway for a lot of other areas across the country.”

Calling it a “step to open more doors to homeownership for younger, first-time American buyers as well as seniors hoping to age-in-place.”
HUD Secretary Carson announced
that FHA - the Federal Housing Administration - has published a “long-awaited”
final rule establishing a new condominium
approval process intended to be more flexible & responsive to market conditions. Specifically, the rule introduces a new single-unit approval process to make it easier for individual condominium units to be eligible for FHA-insured financing; extends the
recertification requirement for approved condominium projects from two to three years; & allows more mixed-use projects to be eligible for FHA insurance Effective October 15th, the rule, added acting Deputy Secretary & FHA Administrator Brian Montgomery,
makes “certain FHA responds to what the market is telling us.” ..

Reducing risk, protecting homeownership
To “preserve homeowners’ ability to convert home equity to cash via a government-sponsored mortgage” & to “improves the risk profile,”
acting Deputy Secretary & Federal Housing Commissioner Brian Montgomery has announced
“prudent measures” by which FHA will lower
its maximum loan-to-value requirements for cash-out refinance transactions from 85 percent to 80 percent effective September 1st while.Ginnie
Mae –the Government National Mortgage Association– is taking action effective November 1st making refinancing loans insured or guaranteed by the VA with LTVs of 90 percent
or more ineligible for Ginnie Mae lender pools.

From 2001 to 2015, 104 mobile home parks closed in Oregon displacing an estimated 6,800 people and eliminating 4,000 spaces. In early 2016 the residents of the “dilapidated”

HUD has set an
October 18th for public comments on a proposed
rule to amend the HUD interpretation of the Fair Housing Act’s disparate impact standard. The proposed rule as
amended would provide more appropriate guidance on what constitutes unlawful disparate impact to better reflect the Supreme Court’s 2015 ruling in
Texas Department of Housing & Community Affairs v. Inclusive Communities Project, Inc. The proposal, said
Secretary Carson, is “intended
to increase legal clarity & promote the production & availability of housing in all areas while making sure every person is treated fairly under the law. As we have shown time & again, we will challenge any practice that discriminates against people that the
law protects.”

HUD has set a December
21st deadline
for public comments on a proposed demonstration that will test, the National Standards for the Physical Inspection of Real Estate (NSPIRE) programs. The demonstration is “a wholesale reexamination” of the inspection process used by HUD’s Real Estate Assessment
Center which is responsible for inspecting properties owned & operated by some 3,700 local public housing authorities & 23,000 privately owned apartment buildings nationwide. It will allow HUD to test innovative new approaches for making certain thousands
of public housing agencies and private owners provide housing that is “decent, safe and sanitary.” HUD will inspect some 4,500 properties from a pool of nationwide volunteers who are willing to adopt the new physical inspection standards. The current inspection
protocols are 20 years old &, Secretary Carson explained, “often doesn’t reflect the actual housing conditions being endured by the families we support.”

of no more than $35 million each. The grants support implementation of comprehensive neighborhood revitalization plans that achieve replacement of distressed public and assisted housing with high-quality mixed-income housing responsive to the needs of the
surrounding neighborhood, improve outcomes of households living in the target housing related to employment & income, health, & children’s education, & create conditions necessary for public & private reinvestment in distressed neighborhoods to offer amenities
