A DISTINGUISHED GUEST

A whirlwind visit

At the invitation of U.S. Senator Mike Crapo, in August HUD Secretary Carson visited Idaho. The first stop was in Caldwell at IndieDwell, a company that converts cargo containers into affordable, sustainable & energy-efficient affordable homes like those at the recently -opened Windy Court neighborhood in Boise. IndieDwell also was an exhibitor at HUD’s Innovative Housing Showcase on the National Mall in Washington, D.C. earlier this year. The Secretary then visited Mercy Housing Northwest’s 12th & River apartments for the elderly in Boise which included a roundtable discussion on affordable housing with more than 25 stakeholders.  With cities like Boise & Caldwell “leading the way,” he said, “we’re seeing partnerships forming in communities across the country that help preserve existing housing stock but also increase the production of new homes.”   And then he was off to Spokane, Washington to join Mayor David Condon & Congresswoman Cathy McMorris Rodgers at one of the nation’s first HUD EnVision Centers where more than 20 offer “one-stop servicing” to some of that city’s most vulnerable residents. "This is a wonderful endeavor here that has shown what can happen when a lot of people come together, work together for the good of the community," he told reporters after the tour. “"I think Spokane is helping to forge a pathway for a lot of other areas across the country.”

 

OPENING DOORS

New condo rule

Calling it a “step to open more doors to homeownership for younger, first-time American buyers as well as seniors hoping to age-in-place.” HUD Secretary Carson announced that FHA - the Federal Housing Administration - has published a “long-awaited” final rule establishing a new condominium approval process intended to be more flexible & responsive to market conditions.  Specifically, the rule introduces a new single-unit approval process to make it easier for individual condominium units to be eligible for FHA-insured financing; extends the recertification requirement for approved condominium projects from two to three years; & allows more mixed-use projects to be eligible for FHA insurance  Effective October 15th, the rule, added acting Deputy Secretary & FHA Administrator Brian Montgomery, makes “certain FHA responds to what the market is telling us.”  .. 

 

STRENGTHENING HOMEOWNERSHIP

Reducing risk, protecting homeownership

To “preserve homeowners’ ability to convert home equity to cash via a government-sponsored mortgage” & to “improves the risk profile,”  acting Deputy Secretary & Federal Housing Commissioner Brian Montgomery has announced “prudent measures” by which FHA will lower its maximum loan-to-value requirements for cash-out refinance transactions from 85 percent to 80 percent effective September 1st while.Ginnie Mae –the Government National Mortgage Association– is taking action effective November 1st making refinancing loans insured or guaranteed by the VA with LTVs of 90 percent or more ineligible for Ginnie Mae lender pools. 

 

STEPPING UP

Surviving disasters

Stepping up its recovery resources, HUD & its Federal Housing Administration have expanded foreclosure prevention options so borrowers in Presidentially Declared Major Disaster Areas w/delinquent FHA mortgages to bring them current without increasing  interest rates or principal & interest payments.  The actions, says acting Deputy Secretary & FHA Administrator Brian Montgomery will help FHA borrows “cure their delinquencies while protecting our insurance fund in the process.”

Preserving the stock

From 2001 to 2015, 104 mobile home parks closed in Oregon displacing an estimated 6,800 people and eliminating 4,000 spaces.  In early 2016 the residents of the “dilapidated” & “dangerous” Oak Leaf Mobile Home Park in the Cully neighborhood of Portland, Oregon thought they’d be next when they learned the park’s then-owner hoped to sell it to a developer who planned to demolish it.  Thanks to a partnership of park residents, Living Cully, the Portland Housing Bureau, Oregon Housing & Community Services & St. Vincent de Paul of Lane County, it didn’t happen & park residents held a party to celebrate their homecoming.  For more on how & why they won, visit.

 

PATH MAKING

Home grown solution

Private-public partnerships are critical to the work HUD does, the communities it serves. And some of the very best & most innovative of these partnerships often are grown from the ground-up instead coming from the top-down.  Like the Path to Independence partnership formed by 20 of Anchorage, Alaska’s biggest & best-known organizations last year.  Approaching its first anniversary, it’s already helping some of the city’s homeless get their lives back.  Read how.

 

RE-PURPOSING

Putting surplus property to good use

Once it was an active U.S. Marine Corps armory.  Then it was de-commissioned & declared surplus Federal property.  It’s stood empty for a few years, but now it’s being “re-purposed” by the Yakima, Washington housing authority which is transforming it into the Chuck Austin Place Veterans Supportive Housing & Services Center named, appropriately enough, for a Marine who "Marine to his left &his right" in World War II, in Korea and yet again in Vietnam.

Defining disparate impact

HUD has set an October 18th for public comments on a proposed rule  to amend the HUD interpretation of the Fair Housing Act’s disparate impact standard. The proposed rule as amended would provide more appropriate guidance on what constitutes unlawful disparate impact to better reflect the Supreme Court’s 2015 ruling in Texas Department of Housing & Community Affairs v. Inclusive Communities Project, Inc. The proposal, said Secretary Carson, is “intended to increase legal clarity & promote the production & availability of housing in all areas while making sure every person is treated fairly under the law. As we have shown time & again, we will challenge any practice that discriminates against people that the law protects.”

HUD has set a December 21st deadline for public comments on a proposed demonstration that will test, the National Standards for the Physical Inspection of Real Estate (NSPIRE) programs. The demonstration is “a wholesale reexamination” of the inspection process used by HUD’s Real Estate Assessment Center which is responsible for inspecting properties owned & operated by some 3,700 local public housing authorities & 23,000 privately owned apartment buildings nationwide. It will allow HUD to test innovative new approaches for making certain thousands of public housing agencies and private owners provide housing that is “decent, safe and sanitary.” HUD will inspect some 4,500 properties from a pool of nationwide volunteers who are willing to adopt the new physical inspection standards. The current inspection protocols are 20 years old &, Secretary Carson explained, “often doesn’t reflect the actual housing conditions being endured by the families we support.”

HUD Secretary Carson announces that FHA will expand its ability to "insure mortgages on mixed-use development under the agency’s Section 220 Program" – supportive housing for the very low-income elderly - to all of the nation's 8,700 communities that have been designated as Opportunity Zones.  “With expanded mixed-used development in Opportunity Zones,” he says, “comes economic revitalization and job growth which is just what the doctor ordered for residents living in these communities.”

Self-sufficiency funds

HUD has set an October 15th deadline for non-profits, public & Indian housing authorities & Federally recognized tribal governments to apply for a total of $35 million in Resident Opportunity & Self-Sufficiency (ROSS)grants.  ROSS funds allow the housing authorities to hire a “Service Coordinator who assesses the needs of Public and Indian housing residents and links them to supportive services that enable participants to move along a continuum towards economic independence & stability.”  HUD expects to award up to 120 ROSS grants.

 

NOFA-TWO-NITY

Choice Neighborhoods funds

HUD has set a November 4th deadline for local governments singly or as lead applicant in collaboration with public housing authorities, Tribal entities, non-profits or for-profits as co-applicants for up to 5 Choice Neighborhood Implementation Grants of no more than $35 million each.  The grants support implementation of comprehensive neighborhood revitalization plans that achieve replacement of distressed public and assisted housing with high-quality mixed-income housing responsive to the needs of the surrounding neighborhood, improve outcomes of households living in the target housing related to employment & income, health, & children’s education, & create conditions necessary for public & private reinvestment in distressed neighborhoods to offer amenities & assets, including safety, good schools & commercial activity.  The Seattle Housing Authority’s ongoing revitalization of Yesler Terrace has received HUD Choice Neighborhoods Implementation Grants in prior years.

 

NOFA-THREE-NITY

Disaster mitigation funds

FEMA – the Federal Emergency Management Agency – has set a January 31st deadline for States & Federally-recognized Tribal gov'ts to apply for $160 million in Flood Mitigation funds to "to reduce or eliminate the risk of repetitive flood damage to buildings & structures insured under. .National Flood Insurance.”  It expects to award up to 120 grants. ALSO, FEMA has set January 31st deadline for states, Federally recognized Tribal governments to apply for total of $250 million in Pre-Disaster Mitigation funds to "reduce overall risk to the population & structures from future hazard events.”

Homeownership protection funds

The Portland, Oregon Housing Bureau has set a September 23rd deadline for qualified non-profit organizations to respond to a request-for-proposals of up to $200,000 to launch a Homeownership Asset Preservation Pilot Program serving the North/Northeast neighborhood of the city.  The pilot will “address challenges related to intergenerational property transfers & complicated real estate titles that affect the ability of low-to-moderate-income homeowners in” the area “to remain in their homes & pass on assets to future generations.”  For more, contact Barrett.EbrightKarnes@PortlandOregon.gov

Growing our own

In collaboration with USDA, EPA has set a September 30th deadline for local governments, Tribes & non-profits to apply for Local Food, Local Places assistance to help “communities revitalize neighborhoods through development of local food systems.”  This assistance is not a grant, but assistance in the form of a two-day workshop that will help selected communities develop & implement action plan that promotes local foo.  No funding is provided directly to communities.  EPA will hold a September 4th Webinar on the application process.

Clark County, Washington’s Council for the Homeless’ Face Value program set a goal to raise its exit-to-permanent housing rate from 53 percent to 60 percent.  It's already hit 72 percent.  The Columbian explains how they did it.

A Portland State University study issued by its Homelessness Research & Action Collaborative estimates that "more than 38,000 people"-including those living doubled-up or with friends or family - "experienced homelessness” at some point “in Multnomah, Clackamas &  Washington counties," Oregon in 2017.  It also estimates that it would from $2.6 to $41 billion “to provide housing, support, services, operations & administration for 10 years to all those experiencing homelessness.”

By 2023 the 350 or so residents  of the frequently storm-battered Native Village of Newtok in western Alaska expect their village on the banks of the Ningliq River to be underwater. So, they’re planning to move 12 or so miles up-river to a brand new village on safer, higher land called Metarvik that’s now being built with help from the Marine Corps &U.S. Air Force personnel with help from the State of Alaska, the Denali Commission, EPA and other Federal agencies including HUD.  Work’s “flying along” says a representative of the Cold Climate Housing Research.  Want proof?
