Behavioral Health Facilities Program Notice of Funding Availability
Commerce requesting applications from organizations for behavioral health capital projects
Washington's 2019-21 state capital budget appropriated $47 million for the Behavioral Health Facilities (BHF) Program competitive process. Commerce is asking for applications from eligible organizations to implement behavioral health capital projects.
There is a total of $28.5 million available for a second round of funding in four categories:
- $5 million is provided for at least four mental health peer respite centers. No more than one mental health peer respite center should be funded in each of the nine regions; and
- $8 million is provided for community hospitals, freestanding evaluation and treatment providers, or freestanding psychiatric hospitals to develop capacity for beds to serve individuals on 90-day or 180-day civil commitments. Funding must increase capacity to serve people who will be transitioned or diverted from state hospitals. Awardees of these funds must demonstrate that they are able to meet the applicable licensing and certification requirements for the facility as outlined by the Washington Departments of Health and Health Care Authority and the awardee must demonstrate that the Health Care Authority intends to contract with the facility for operating costs; and
- $8 million is provided for at least four intensive behavioral health treatment facilities for long-term placement of behavioral health patients with complex needs; and
- $7.5 million is provided for enhanced adult residential care facilities for long-term placements of individuals with dementia discharged or diverted from the state psychiatric hospitals.
The BHF Program supports Washington’s commitment to expanding and establishing new capacity for behavioral health services in communities. The competitive funding round is open to nonprofits, for-profit business, public entities and Tribes. Applicants must be a registered business in Washington state. Applicants must also be able to meet all applicable licensing and certification requirements under specific RCWs and WACs pertaining to the behavioral health services proposed in facilities where BHF Program funding is used.
Grants made by the BHF Program are reimbursement-style for capital construction projects only. Program funds come from the sale of state bonds (no federal funds). Grant funds may be used for design, engineering, construction and equipment costs associated with establishing behavioral health facilities. New flexibility for the 2019-21 biennium grants includes the ability to fund the acquisition of a facility or land if the project results in increased capacity.
With this notice, the BHF Program invites eligible applicants to complete an application for the second funding round.
