Good morning,A quick update on two key issues:1. Pierce County Council, in a marathon 6 plus hours meeting last night and despite more public support FOR the tax than I can remember seeing, did NOT adopt the one/tenth of one percent behavioral health tax. I'll let someone else detail the outcome of the various amendments but as I understand it, consideration of the tax now depends on a plan for the use of the $13M or so expected to be collected per year. After a Council agreed upon plan is presented, the Council can but it is not clear to me that it has to vote. Thank you for your work on this issue. Take a deep breath and get ready to begin anew.2. COVID19.Governor Inslee's announcement 20-07 Coronavirus which stops events of 250 or more people in King, Snohomish and Pierce counties through the end of March and maybe longer - is attached.We are seeing the first local nonprofit organizational and program closings - on this list, in the media, on Facebook and likely other places. I don't know if/how we should keep track of these.Tacoma Pierce County Health Dept is providing us with support through Emily Less. Emily just sent out an invitation to join one/more of the advisory sub-committees of the new COVID19 Advisory Group. Thanks to Al Ratcliffe for suggesting this last week and to Emily for following up.Information and guidance are coming from multiple sources at all hours of the day and night. As the virus spreads, the information and the responses increase. As our understanding of the virus evolves, the guidance evolves. Much of the guidance I see is labeled "Interim." Keep an eye on dates so you can toss outdated versions. And don't forget to date all of your own internal documents.Here are two media sources you may want to follow on one of their platforms.The News Tribune has suspended its paid subscription requirement for its digital reporting on COVID19. If you have not done so, I encourage you to sign up.The Seattle Times is reporting on the Seattle/King County/Washington State impact. I don't know the subscription requirements.Here are links to recent stories in both papers:Wherever you have an opportunity, I encourage you to put forward the needs of people experiencing homelessness, the needs of staff and volunteers who support people experiencing homelessness, and the needs of the organizations that operate the shelters, staff the outreach teams, all of the providers. Comment Now!The Trump administration has proposed a rule to reverse efforts to undo historic and ongoing patterns of housing discrimination and segregation throughout the U.S. This is the latest of this administration’s attacks on civil rights and affordable housing. Like anytime the federal government seeks to change a rule, they must first accept and review comments from the public. The comment period for this proposed rule closes on Monday March 16.
Advocates from around the country are rallying to oppose the proposed rule through the Fight for Housing Justice campaign. Join us in opposing this harmful proposal by submitting a comment before the deadline!
You can find comment templates and other resources, and submit an individual or organizational comment at https://www.fightforhousingjustice.org/affh.
The Trump proposal would gut the landmark 2015 Affirmatively Furthering Fair Housing (AFFH) Rule that provided guidance and tools to state and local governments and public housing agencies to help them better identify and address harmful patterns of segregation, discrimination, and disinvestment – patterns often created by government policy.
The 2015 rule was developed over several years, with significant input from a wide variety of stakeholders. The new “fair housing” rule absurdly ignores race, segregation, and housing discrimination and incorrectly equates increased housing supply with fair housing choice. The proposal will not promote fair housing or affordable housing goals, and it attacks protections for tenants, workers, and the environment. HUD’s proposed rule lacks meaningful oversight and accountability and eliminates opportunities for public input on AFFH plans. I hope you'll join us in opposition by submitting a comment by March 16.

We want to help pass along the information that Tacoma-Pierce County Health Department has shared with the public regarding COVID-19 or Coronavirus. First, the response to Coronavirus in Pierce county is evolving. Currently, there are 14 cases of COVID-19 in the county. The health department has a few ways to stay updated on the department’s response and the status of Coronavirus locally.
Coronavirus webpage: tpchd.org/coronavirus Alerts sent to your email: tpchd.org/notifyAdditionally, Anthony L-T Chen, the Director of Health at the Tacoma-Pierce County Health Department has recently recorded a video giving good context to COVID-19, how to keep yourself safe, and what steps the health department may take.
DOH recommendations & resourcesAs this situation continues to rapidly unfold you can track the latest developments at the Department of Health Coronavirus website, and continue protecting yourself and your family by following these recommendations:

Federal Quarantine Guidance Testing for COVID-19 Healthcare ProvidersThe Department of Health also has recommendations on who should quarantine at home.
If you have a cough and a fever
Stay home and away from people for 7 days or until 72 hours after your fever and symptoms are gone, whichever is longer.
If you have had a test and actually been diagnosed with COVID-19. If you have NOT had a COVID-19 test, but have had close contact with someone who has had been tested and diagnosed with COVID-19. If you have NOT been around anyone who has been diagnosed with COVID-19. You may have COVID-19 or any number of other respiratory diseases circulating in our communities and should still quarantine at home.If you feel fine:
BUT you have had close contact with a sick person who has been diagnosed with COVID-19. Please monitor your health for fever, cough, and shortness of breath during the 14 days after the last day you were in close contact with the sick person with Coronavirus. You shouldn’t go to work or school and should avoid public places for 14 days. BUT your kid or someone else in your household has a cough and a fever but has NOT been tested for COVID-19. The sick person needs to stay home until their fever and symptoms have been gone for 72 hours. You and the rest of the household can continue to go to work and school as long as you feel well. There are many potential respiratory diseases that can cause cough and a fever. BUT a friend of a friend of yours has Coronavirus. You can continue to go to work and school if you feel well. The chances that you’ve been infected are fairly low if you have not been around someone with COVID-19. BUT you are worried about your older or medically fragile friends and relatives. Practice social distancing. Avoid shaking hands, high fives, and hugs, stand 6 feet or more away from others. Work from home if you can and wash your hands frequently. Resources for businesses and workersThe Governor’s office created a site with a list of resources that compiles comprehensive information on how several agencies can help those impacted by COVID-19:
Financial assistance from the Department of Revenue. Export assistance from the Department of Commerce and the Small Business Administration. Employer and worker assistance from the Employment Security Department Insurance assistance from the Office of the Insurance Commissioner.We encourage you to take a look at that site if you, someone in your household or in your place of work is sick, or just to be prepared in case you need to access any of these resources in the near future.
Knowing what steps to take ahead of time to help your own circumstances can save you hours of frustration trying to figure out what you’re supposed to do at the last minute.
Remember to have compassionThis is an evolving situation that requires care and compassion. Remember, a virus doesn’t discriminate, and neither should we. In times of disease outbreak, stigmas can be attached to specific communities or people. If you see harassment, speak up and help us combat stigmatizing these communities. People experiencing sickness deserve our support, not prejudice. Please help us fight this virus with heart and compassion.
Nigel Turner, Director of Communicable Disease at the Tacoma-Pierce County Health Department said it best when he told House lawmakers last week: “Disinformation spreads faster than any virus.” We hope this e-newsletter provides useful and timely information to our 27th District constituents.

Provider meeting this Friday, March 13th, from 9:00am-11:00am. As usual, we are meeting at the Salvation Army Church (1110 S Puget Sound Ave, Tacoma, WA 98405). No breakfast, unfortunately.
We’ll be meeting in person, and I have also scheduled live captioning to be broadcast during the meeting – so you can read along from home or office (or café), and type in questions and comments if you have them. I’ll post the URL to the Coalition website when it is available (it may be a last-minute thing – but I’ll put it on the front page at http://pchomeless.org/ ). I’m also looking for someone who can live stream the audio and video of this event (another remote option to compliment the captioning that will be broadcast).
We are again in Coronavirus response mode – and currently we have:
The Tacoma-Pierce County Health Department and the Pierce County Department of Emergency Management will provide an update on prevention and preparation for the coronavirus.Best practice changes in operations at Shelters and in homeless outreach (I need some folks willing to talk about these changes – I have Melissa Moss from Nativity House signed up – but I’d love someone from Coordinated Entry, CTI, the homeless outreach teams, TRM Search and Rescue, and/or Adams Street or wherever willing to talk about what they are doing different).I’d love someone from Sea Mar or another health clinic to talk about what someone suspected of having coronavirus can expect at a medical clinic (not sure who to contact on this – would love some help)Open session to talk about what supports we need from our City, State and Emergency management partnersSmall group breakout to discuss a variety of topics.
