The court is not closed; it's just operating in a restricted way, with most hearings occurring telephonically or based solely on the written documents filed.  The Governor's order does prohibit evictions based on nonpayment of rent or 20-day no-cause notices, though, at least until April 17.  The court is not hearing those cases, and the landlord should not file or serve such an eviction case.  You can find the Governor's proclamation prohibiting these evictions here:  https://www.governor.wa.gov/sites/default/files/proclamations/20-19%20-%20COVID-19%20Moratorium%20on%20Evictions%20%28tmp%29.pdf​.


NJP is particularly interested in both making sure landlords aren't violating the Governor's order and in preserving section 8 vouchers, so I recommend having this person call CLEAR to talk to an attorney.  Or, if they can't get through, connect with me off the main list, and I can see what I can do.
