The Violence Against Women Act is still good law.  It does not expire and it does not sunset.  

Every year, Congress makes appropriations ($$$) to all kinds of entities to provide domestic violence services.  Those grants are what is currently held up.  So financing of local programs could start to be in trouble here.  Small appropriations bills have passed, but the entire budget amount has been held up.  

Right now the House of Representatives has passed a VAWA annual "renewal" bill.  The bill contains strengthened gun provisions (offenders can lose their firearms under certain circumstances) which has made it controversial.  The Senate has chosen not to respond to the House passage of the bill.  They have not set it for a vote.  This is why funding feels like it is in jeopardy.
