The Trump administration is once again attacking LGBTQ people, this time by removing critical equal access protections and regulations for transgender people. The administration’s proposed rule change to the Equal Access Rule is an egregious attempt to prevent transgender people from accessing federally funded emergency shelters and services.
Join NLIHC and other national partners of the Housing Saves Lives campaign are hosting a Week of Action from August 31 to September 4 to oppose HUD’s anti-transgender rule and encourage advocates to submit public comments in opposition to the rule by the September 22 deadline. BackgroundUnder HUD’s 2016 Equal Access Rule, all federally funded housing, facilities, and services must ensure equal access to programs, benefits, services, and accommodations for all individuals regardless of gender identity and without intrusive questioning or documentation requirements. This rule improved the treatment of transgender and gender non-conforming individuals without homes, allowing them to safely secure shelter and emergency services without being turned away due to discrimination.
HUD Secretary Ben Carson’s proposed rule would remove anti-discrimination protections for transgender people seeking shelter by allowing shelter providers to refuse services to them based solely on their gender identity. HUD justifies the proposal by citing “religious freedom” and supposed privacy and safety concerns rooted in negative stereotypes rather than on evidence.
The Equal Access Rule’s protections against discrimination are critical to ensure safe access to shelter for transgender people experiencing homelessness. Protecting transgender people’s access to gender-specific facilities does not endanger the safety or privacy of others. Discrimination is never okay, but this proposal is particularly dangerous as our nation continues to struggle to control the coronavirus pandemic.NLIHC, True Colors United, National LGBTQ Task Force, National Housing Law Project, and other national organizations have launched the Housing Saves Lives campaign to oppose this anti-transgender rule. After a call with the Census staff this morning, I sent this message to all the County homeless program reps that I know. I hope you might forward it onward to anyone else who can help with this effort – it is super important and the Census is really behind in collecting this information due to COVID-19 and having a month cut from their data collection effort! This is the “bat signal” calling all hands on deck to help with making sure that all people experiencing homelessness are included in the 2020 Census! We need participation from every county. The Census is gearing up to do their count of people living unsheltered on September 22 – 24. They will send census workers out to encampments, street corners, parking lots, abandoned buildings, etc. from 7pm – 7am during one of those nights in each county. This will be a head count only – they will try not to disturb anyone – especially since it is overnight (I am not a fan of this methodology, but it is the national strategy, so we don’t have much choice).
In order for this to be an accurate count, the Census needs our help finding people living unsheltered. If we don’t tell them where to look, they may miss a lot of people. We all know how important the Census information is to driving critical decisions about funding, representation, and resources!
Here is what is needed for each county:
A simple list of where Census workers may be able to find people living unsheltered. The list needs to include some identifying directions, cross streets, landmark, or an address.
The Census will be generating geocodes and maps to assist their workers in making these visits.
If you have a general sense of how many people are staying there, that would be helpful – but is not necessary.
A list of any shelters, feeding sites, or congregate housing programs that are NEW since February. Many counties have added these kinds of programs because of COVID-19, but the Census does not have any updated lists after their initial information gathering in February (then everything was put on hold due to COVID-19). For this list, the name of the program, address, a contact person, and contact information would be ideal.
This information needs to be sent by Friday, 9/4/20, to the following people who will make sure that it gets to the appropriate coordinator for each county:

I just received this message from Kirsten Jewell, Kitsap County Dept of Human Services. I imagine it has gone to some of you but to be sure everyone has it...please read. I'm guessing Pierce County Human Services is lead on this but don't know for sure. They'll be reporting at tomorrow's Coalition meeting so we can hopefully find out more then.
I know - it sounds like a Point In Time count...but this is a ten-year baseline that will affect federal money that we badly need. Census staff need encampment information by Sept. 4 - next Friday. Their contact information is in the email. They also need a LIST OF SHELTERS NEW SINCE FEBRUARY. Again, Pierce County Human Services? City of Tacoma? City of Puyallup?

I just received this message from Kirsten Jewell, Kitsap County Dept of Human Services. I imagine it has gone to some of you but to be sure everyone has it...please read. I'm guessing Pierce County Human Services is lead on this but don't know for sure. They'll be reporting at tomorrow's Coalition meeting so we can hopefully find out more then.
I know - it sounds like a Point In Time count...but this is a ten-year baseline that will affect federal money that we badly need. Census staff need encampment information by Sept. 4 - next Friday. Their contact information is in the email. They also need a LIST OF SHELTERS NEW SINCE FEBRUARY. Again, Pierce County Human Services? City of Tacoma? City of Puyallup?

Hello!
The Census is gearing up to do their count of people living unsheltered on September 22 – 24. They will send census workers out to encampments, street corners, parking lots, abandoned buildings, etc. from 7pm – 7am during one of those nights in each county. This will be a head count only – they will try not to disturb anyone – especially since it is overnight (I am not a fan of this methodology, but it is the national strategy, so we don’t have much choice).
In order for this to be an accurate count, the Census needs our help finding people living unsheltered. If we don’t tell them where to look, they may miss a lot of people. We all know how important the Census information is to driving critical decisions about funding, representation, and resources!
Here is what is needed for each county:
A simple list of where Census workers may be able to find people living unsheltered. The list needs to include some identifying directions, cross streets, landmark, or an address.
The Census will be generating geocodes and maps to assist their workers in making these visits.
If you have a general sense of how many people are staying there, that would be helpful – but is not necessary.
A list of any shelters, feeding sites, or congregate housing programs that are NEW since February. Many counties have added these kinds of programs because of COVID-19, but the Census does not have any updated lists after their initial information gathering in February (then everything was put on hold due to COVID-19). For this list, the name of the program, address, a contact person, and contact information would be ideal.
This information needs to be sent by Friday, 9/4/20, to the following people who will make sure that it gets to the appropriate coordinator for each county:

I just received this message from Kirsten Jewell, Kitsap County Dept of Human Services. I imagine it has gone to some of you but to be sure everyone has it...please read. I'm guessing Pierce County Human Services is lead on this but don't know for sure. They'll be reporting at tomorrow's Coalition meeting so we can hopefully find out more then.
I know - it sounds like a Point In Time count...but this is a ten-year baseline that will affect federal money that we badly need. Census staff need encampment information by Sept. 4 - next Friday. Their contact information is in the email. They also need a LIST OF SHELTERS NEW SINCE FEBRUARY. Again, Pierce County Human Services? City of Tacoma? City of Puyallup?

Hello!
The Census is gearing up to do their count of people living unsheltered on September 22 – 24. They will send census workers out to encampments, street corners, parking lots, abandoned buildings, etc. from 7pm – 7am during one of those nights in each county. This will be a head count only – they will try not to disturb anyone – especially since it is overnight (I am not a fan of this methodology, but it is the national strategy, so we don’t have much choice).
In order for this to be an accurate count, the Census needs our help finding people living unsheltered. If we don’t tell them where to look, they may miss a lot of people. We all know how important the Census information is to driving critical decisions about funding, representation, and resources!
Here is what is needed for each county:
A simple list of where Census workers may be able to find people living unsheltered. The list needs to include some identifying directions, cross streets, landmark, or an address.
The Census will be generating geocodes and maps to assist their workers in making these visits.
If you have a general sense of how many people are staying there, that would be helpful – but is not necessary.
A list of any shelters, feeding sites, or congregate housing programs that are NEW since February. Many counties have added these kinds of programs because of COVID-19, but the Census does not have any updated lists after their initial information gathering in February (then everything was put on hold due to COVID-19). For this list, the name of the program, address, a contact person, and contact information would be ideal.
This information needs to be sent by Friday, 9/4/20, to the following people who will make sure that it gets to the appropriate coordinator for each county:

I just received this message from Kirsten Jewell, Kitsap County Dept of Human Services. I imagine it has gone to some of you but to be sure everyone has it...please read. I'm guessing Pierce County Human Services is lead on this but don't know for sure. They'll be reporting at tomorrow's Coalition meeting so we can hopefully find out more then.
I know - it sounds like a Point In Time count...but this is a ten-year baseline that will affect federal money that we badly need. Census staff need encampment information by Sept. 4 - next Friday. Their contact information is in the email. They also need a LIST OF SHELTERS NEW SINCE FEBRUARY. Again, Pierce County Human Services? City of Tacoma? City of Puyallup?

I hope you might forward it onward to anyone else who can help with this effort – it is super important and the Census is really behind in collecting this information due to COVID-19 and having a month cut from their data collection effort! This is the “bat signal” calling all hands on deck to help with making sure that all people experiencing homelessness are included in the 2020 Census! We need participation from every county. Hello!
The Census is gearing up to do their count of people living unsheltered on September 22 – 24. They will send census workers out to encampments, street corners, parking lots, abandoned buildings, etc. from 7pm – 7am during one of those nights in each county. This will be a head count only – they will try not to disturb anyone – especially since it is overnight (I am not a fan of this methodology, but it is the national strategy, so we don’t have much choice).
In order for this to be an accurate count, the Census needs our help finding people living unsheltered. If we don’t tell them where to look, they may miss a lot of people. We all know how important the Census information is to driving critical decisions about funding, representation, and resources!
Here is what is needed for each county:
A simple list of where Census workers may be able to find people living unsheltered. The list needs to include some identifying directions, cross streets, landmark, or an address.
The Census will be generating geocodes and maps to assist their workers in making these visits.
If you have a general sense of how many people are staying there, that would be helpful – but is not necessary.
A list of any shelters, feeding sites, or congregate housing programs that are NEW since February. Many counties have added these kinds of programs because of COVID-19, but the Census does not have any updated lists after their initial information gathering in February (then everything was put on hold due to COVID-19). For this list, the name of the program, address, a contact person, and contact information would be ideal.
This information needs to be sent by Friday, 9/4/20, to the following people who will make sure that it gets to the appropriate coordinator for each county:

The YMCA is hiring for Arlington Drive’s LifeSet program! LifeSet is an evidence-based clinical case management program specifically for homeless young adults, those aging out of foster care and others who have had a rough go in life. The Y was the first partner agency to run the program outside of Youth Villages, and in the first 3 years of the program have run it with fidelity and have matched the outcomes shown by Youth Villages. They are looking to hire a total of four Case Managers and one Program Director for this program and are currently taking applications.
Arlington Drive Apartments will have general case management and LifeSet as options to support residents, allowing them to meet the varying needs of young people we expect to live there.
