Urban flooding is also possible due to blocked storm drains (leaves, debris) or inadequate storm sewer capacity.  There may be unhoused people affected by this as well.

Hi everyone,

There continues to be some concern that the expected heavy rains that will begin hitting our region this evening and overnight into tomorrow could lead to flooding along local rivers and streams late tonight through tomorrow. If you are aware of sites where people are living along river banks where flooding could be an issue, please make an effort to contact folks and warm them of the potential for flooding.

I will provide more detailed updates using this mailing lists if specific warnings are issued regarding the Carbon, White, or Puyallup Rivers.
