Habitat for Humanity of Charlottesville, VA has bought mobile home parks and converted them to decent housing.  I know because I looked at a job there a few years ago.  I liked the way they had finally learned to listen to the people living in the park.  I don't know of any affiliates in Washington State that have done this.  Several now use a land trust model but stick built homes.

But it's always worth a conversation.

What if we asked the City of Tacoma to make 69th & Proctor an RV park?  And had them work with dealers to get decent RV's the people could purchase over time and take when they were ready to leave....or if not 69th & Proctor, some place else?

50 used RV's at $10K each = $500K.  People who qualified could purchase their own on a contract either directly with the dealer or with us; people who don't qualify could rent from us for some nominal fee.  We could figure out what was fair and made sense.  WE might be able to write down interest rates.  People could keep the one they already have if it isn't dangerous.   In the best case, people pay off their RV and can move out if they want to.  Maybe we find land, help set up co-ops, community land trusts, that sort of thing.  

If we charged $200/month we'd have $10K to cover on-sites services, safety,   We'd still need operating money. 

If we charged the going rate - $600/month AND signed leases, I'm pretty sure PC rental assistance would cover.  That would be $30K/month   Enough to ensure decent operations.  

Probably not a low barrier RV park to start though once we figured it out, that would be possible.  

It seems to me we either set-up one/more RV parks or we secure spots in existing decent ones or we buy out existing ones.
