I won't be able to be there, but I think the following two items are pretty important;

1. The city/county needs to establish a emergency response system for homeless issues that is proactive. We need to be aggressive - we've given them concerns about the winter and they did nothing. It's not like the turning of the seasons is a huge mystery, and they *have* to get in front of these issues. It's not our job to provide emergency response so they can continue to do nothing. 

2. Cooling centers, clean air shelters... these are ideas that are non-starters for the homeless population.  They let the city say that they've done something, then throw up their hands because homeless folks didn't use them. More then being ineffective and a waste of resources, I think it actively harms the cause by letting them that they did something. We need tents, like they have for the military with HVAC systems.
