My comments to Hines and Council.



Councilmember Hines,


Just a few thoughts to offer on a targeting camping ban.


A ten-block ban is unnecessary, lacks resources to enforce, and may well cause harm. Better, I think, would be a one-block ban, with administrative authority to expand as circumstances warrant. TMS at 6th & Orchard has no need of a camping ban, TMS out on proctor would likely benefit from a one block ban, and so forth. Alternatively, a smaller ban for smaller encampments, a larger ban for larger encampments. But a ten-block or five-block approach is arbitrary, and a more precise approach may accomplish the goal without being unnecessarily broad.


I hope the amendments and compromises needed to move this along come quickly, and this issue that has taken up much time can be finalized, so that focus on affordable housing, more effective outreach, and permanent solutions can be the Council priority.
